Undermining Iran’s pursuit of man-portable air defense systems

Today, the U.S. State Department will impose sanctions on two individuals and one entity in Belarus, Russia, and Nigeria for their involvement in the Iranian regime’s procurement of man-portable air defense systems (MANPADS).

Consistent with Operation Economic Exile, this is the latest in a series of U.S. actions targeting Iran’s military procurement network involving man-portable air defense systems. It follows the designations of May 8, June 10 and July 15, 2026. Each round makes it harder and more expensive for Tehran to arm itself, and strengthens U.N. restrictions that were reinstated in September 2025.

Iran’s procurement activities threaten the national security of the United States, and the United States will take all necessary actions to hold the Iranian regime accountable.

The United States will continue to work with partners to implement restored United Nations measures and stem the flow of weapons that threaten U.S. forces and regional security. Anyone who helps the regime build its arsenal should be held accountable.

The State Department’s action was taken pursuant to Executive Order 13949, which targets certain individuals associated with Iran’s conventional weapons activities. For more information about today’s action, see the Department of State’s Overview.
